Registering your child for Special Education
A step-by-step guide for parents in Malaysia applying for a place in the Integration / Inclusive Programme (PPKI), together with the hospital and government contacts you will need along the way.
How the application works
From the first medical assessment to the school interview.
- 1See a paediatrician or child specialist
Take your child to a hospital paediatrician or the relevant child specialist for an assessment and diagnosis of the learning difficulty.
- 2Collect the report and the OKU form
The doctor issues a medical report or letter, together with the OKU Card application form.
- 3Apply for the OKU Card at JKM
Bring the report and the completed form to Jabatan Kebajikan Masyarakat (JKM) to apply for the OKU Card under Masalah Pembelajaran.
- 4Submit the application to JPN
Hand the required documents and form to the Pegawai Pendidikan Khas at the Jabatan Pelajaran Daerah / Negeri (JPN) to apply for the Integration / Inclusive Programme (PPKI).
- 5Receive the letter of approval
JPN issues the letter of approval together with the placement notification.
- 6Attend the school interview and register
Bring your child and the letter of approval to the school assigned — normally the one nearest your home address — for the interview and registration.

- The child’s birth certificate
- A recent electricity or water bill
